COMMUNITY PRESERVATION COMMITTEE


Meeting:        July 19, 2007

Attendance:     Members Henry Curtis, Glenn Collins, Kathryn Sette, Cheryl Gayle, Elizabeth Simmons, and David J. Skiba; Lucy Cookson and Tom Lenox, Eastham Historical Society; and Marc Stahl, Critical Planning Committee

The Eastham Historical Society indicated that a plaque would be created for inside the building to recognize supporters including “Eastham Community Preservation Act Funds”.  The CPA still may erect a sign outdoors indicating its contribution.  The Eastham Historical Society may come in with a supplemental application for approximately $25,000.00 to address items to be completed on the old schoolhouse.

Marc Stahl of the Critical Planning Committee spoke about the North Eastham Village Concept project and indicated that the project involves more than just the Purcell property.  Marc indicated a twenty (20) year perspective for the area and that traffic will be the primary consideration with wastewater and water to be the secondary considerations before development such as housing and possibly a new library may be addressed.  Marc further indicated that zoning changes may be better received once traffic concerns are addressed.  Marc further acknowledged that the traffic situation at Brackett Road will never be perfect.  

Hank reported on his meeting with the Town Administrator regarding several issues.  The fall Town Meeting shall be October 1, 2007, and it is not likely that CPA applications will be entertained at that time.  Notwithstanding, the Eastham Housing Authority, the Eastham Historical Society and the old windmill project applications are anticipated in the coming months.

Sheila indicated that the Selectmen will discuss the continuing existence of the Housing Task Force and a replacement position for the Community Preservation Committee if the Task Force is abolished.  Sheila also provided an analysis of CPA funds for FY2006, 2007, and 2008 which was quite informative.  The membership asked Hank to ask for a further breakdown of amounts that actually have been expended and whether the Town is receiving interest on the unexpended balances.  

A discussion relative to a bike rest stop on the Walters property between Route 6 and the bike trail was held.  CPA members voiced concerns regarding policing and trash at that location.

Kathryn Sette is continuing research on signs for the CPA.  Cheryl moved and Glenn seconded that two (2) signs be acquired for CPA projects at CPA expense to be posted at future projects.  All voted in favor except for David.

Cheryl spoke about housing proposals from Wellfleet including:  a.  a rental assistance program;
and b.  small loans for accessory apartments.  David indicated that the Housing Authority also is considering down payment assistance and a revolving fund from CPA funds to purchase units.

The minutes of June 21, 2007, were approved with Glenn abstaining.  The next meeting will be August 16, 2007, at 5:30 p.m.  Meeting adjourned.
